The proposed structure is subject to change but will include:

- Integration, deployment, and interoperability services, including training, implementation, reporting, and analytics
- Professional consultancy services covering gap analysis, specification design, project management, and change management
- Overlay and user-experience enhancements, such as user interface platforms, support services, and system harmonisation
