NOECPC framework run closely in conjunction with the NHS requirements, though NOECPC frameworks are open for use to all depts including police, fire, rescue, education, local and central government and more.
The scope of this framework is covered within the lot tab however as the name suggests, the requirement within this agreement is for total technology solutions which will inevitably include services, software, and hardware either as individual requirements or as part of a wider managed service agreement.
As with all tier one agreements, this framework was created to help buyers in government access pre-qualified suppliers through a compliant route of procurement. This is turn means that buyers in government do not need to run full-scale competitive tenders when transacting with the suppliers on this framework, and can award by mini-competition, 'quick quote' (for price-driven commodity purchase where appropriate), or direct award if there is a justification for doing so.
Note, quick quoting may not appear in the upcoming iteration in light of regulatory changes to procurement process as per the Procurement Act 23 which came into effect on 24 Feb 2025. Only on release of the ITT itself will the confirmed processes be stated.
This framework is endorsed by NHS England as a recommended route to market for digital and IT spending across the NHS.
The un-lotted structure for this framework is good for SMEs, as it enables them to provide services across the scope of requirement without having to have applied for multiple lot categories, saving time and money in the administrative process.
