Technology Products and Associated Services 3 (TePAS 3, RM6398) is the Government Commercial Agency's upcoming £20 billion technology procurement framework, being developed under the Procurement Act 2023. Intended for central government, NHS, local authorities, education and the wider public sector, it will cover hardware, software and the associated services needed to deploy, support and manage technology throughout its life.
RM6398 will succeed TePAS 2 (RM6098), which remains in place until October 2027. GCA currently expects the Find a Tender notice in January 2027 and framework award in August 2027, with the new agreement expected to go live in summer 2027. There is no published ITT deadline yet. The anticipated four-year framework has an estimated value of £20 billion excluding VAT; that is a market-wide estimate, not guaranteed supplier revenue.
The emerging scope spans end-user devices, servers, storage, networking and security hardware, commercial off-the-shelf software, licences, device-as-a-service, deployment, maintenance, service desks, asset management and responsible end-of-life disposal. Buyers may be able to procure through outright purchase, leasing, consumption-based or service models, so how suppliers package and price the offer will matter.
GCA has not confirmed TePAS 3's final lot structure, award criteria, supplier numbers or mandatory evidence requirements. Although TePAS 2 has eight lots, suppliers should not plan on those being repeated. Market engagement has explored changes to sector-specific lots, circular IT and catalogue purchasing, alongside possible smaller-value routes for SMEs. Treat these as proposals until the tender documents are published.
Crown Partners can help you get ready before the TePAS 3 tender opens. We review the products, manufacturers and services you can credibly offer, identify gaps in customer references and certifications, and strengthen the evidence buyers may expect around financial resilience, information security, social value and circular IT. The final ITT will determine the actual pass/fail requirements and evaluation questions.
For Crown Partners, a framework award is only the start. Suppliers need a clear go-to-market plan covering buyer demand, competitively priced commercial models, an organised bid library and the ability to respond quickly to call-off competitions. We help technology businesses assess their fit, make informed lot choices when the final structure is known, strengthen evidence and plan how to turn framework access into public sector revenue.
