The framework will be structured to deliver integrated facilities management (IFM) services, with lotting aligned to defined estate portfolio types to reflect differing operational characteristics and service requirements.

It will provide access to a comprehensive IFM model combining hard FM (including mechanical and electrical maintenance, fabric maintenance and building engineering services) and soft FM (including cleaning, security, waste and grounds maintenance) within a single, coordinated delivery model.

The framework will include end-to-end service integration, incorporating contract management, centralised helpdesk functions, and digital platform integration (e.g. CAFM/IWMS) to support performance monitoring and asset management.

It will enable regional and national delivery across diverse estate portfolios and support flexible call-off arrangements aligned to organisational scale, complexity and operational needs, providing a compliant and scalable route to market for full outsourced IFM delivery.
