RM6399 Consultancy and Professional Services (CaPS) is a £5 billion (excluding VAT) framework being procured by the Government Commercial Agency under the Procurement Act 2023. Replacing RM6309 Management Consultancy Framework Four (MCF4), it will give central government and the wider public sector a route to buy specialist consultancy through 10 lots. Tenders close at 3pm on 9 November 2026; the planned four-year term runs from 24 June 2027 to 23 June 2031.
For suppliers, the first decision is where you can compete credibly. Lot 1 covers multidisciplinary consultancy, with a £2 million cap per call-off including VAT and extensions; a Lot 1 bidder cannot also apply for Lots 2–9. The scoring also changes by lot: Lot 1 is 20% quality / 80% price, Lots 2–9 are 90% quality / 10% price, and Lot 10 is 70% quality / 30% price. Match the lot to your experience, evidence and commercial model rather than bidding as widely as possible.
The tender demands more than a capability statement. Technical Ability Certificates (TACs), backed by relevant customer evidence, are central to demonstrating the experience required for your chosen service lines. Check Cyber Essentials, insurance, financial viability and social value obligations early. A Carbon Reduction Plan is also required for Lots 2–10.
